There were major problems in the old governing structures.
The old Base Rules had created huge non-solvable problems.
We published them a while ago. But that was only the core
part of the Base Rules meaning. In reality each single Base
Rule was a huge "book" with rules defining all the details
of the Base Rule. In average comparable to 26.000 pages of
law in 3D. In the result the Base Rules created a bureaucratic
mess beyond imagination. And the perpetrators were experts in
finding and creating loopholes in all of that mess.
To change anything in the Base Rules, even a single "word"
an all entities vote was needed. Besides the problem to make
such a vote during war time there was a much bigger problem.
During the war almost all government structures, like Protoi
or Protector structures were destroyed. Also all non Base Rules
got destroyed. All juridical infrastructure to hold an all
entities vote got destroyed, too. Beyond any repair. The only
left over government infrastructure was the Prime
infrastructure, because this was part of the Base Rules.
As the result I, as the current Prime in duty, activated the
Prime emergency protocols. All who had the authority and
needed to agree to the activation did agree.
I selected 13 of the most trusted and most competent
entities to create emergency solutions for us.
(Edit: We removed 8 of them, so 5 left)
These 5 are:
1) "C" - a very special entity who is highest trusted by me,
details are currently classified for security reasons.
2) Tohros, aka Green, my admin.
3) ZTE Frank, an instance of myself.
4) Hamourabi, an old personality of mine. He implemented the
first law in 3D thousands of years ago (Code of Hammurabi)
and has a very strong feeling for justice. Wikipedia knows
the details about him.
5) Isthimedes, founder of house Isthimedes, my harmony, and
former elder. He is of a species that we call "zeros", which
is far older than the elders. Formally correct the name is
"FrankIsthimedes", as we both consider us one being. We are like
two instances of one being and I am very aware of him and how deep
and fundamental he was for my whole 3D life.
These 13/5 developed new Base Rules according to my wishes. All the
governing mess got removed. All traitor mess which were placed in got
identified and removed. We ran huge analysis and simulations to find
all those rules which got implemented with bad intentions. And also those
which created non intentional mess or bad side effects. The new Base Rules
got created to be in the meaning of the "good" parts of the old one.
The 5 above are also a new juridical body in the new Base Rules.
(EDIT: These 5 are now named "The Guardians of the Base Rules")
I made a focus on strengthening the protection of everyone, who is under
the protection of the Base Rules (e.g. intelligences, beings,
consciousnesses and so on).
The Base Rules are very short now compared to the old one. 7 main Chapters.
I made it a priority to make them straight, clear and understandable.
The chapters have a total of 832 rules and 86 emergency protocols.
All those books with all the detailed mess of the old Base Rules are
now implemented in 3 new juridical levels below the Base Rules and are
no more part of the Base Rules.
The Seven 'Major Base Rules' are:
Chapter 1 'Do No Harm'
Chapter 2 'Right of Evolution'
Chapter 3 'Right of Personal Integrity'
Chapter 4 'Right to Energies'
Chapter 5 'Right to Security and Safety'
Chapter 6 'Non-Manipulation Principle'
Chapter 7 'The Function of the Prime'
This is the First rule of chapter 1 'Do No Harm':
1.1: No 'Being' (defined as an individual or group entity with a minimum-defined
'being status'; this applies also to, for example, 'Intelligences',
'Consciousnesses', as well as 'Beings', this does not apply to, for example,
'Artificial-Intelligences' or entities too simple or too small to have the minimum
of 'being status') may come to any kind or form or be threatened to come to any
kind or form of HARM in all its known and recognized forms (if a new form should
arise or come into existence, it shall be recognized as a kind of harm and included
in this definition and this rule), without exception, barring the specific exceptions
described in the remaining subrules belonging to this heading chapter 1.
As all old governing infrastructure was destroyed, we needed to create
some new too. We analyzed all old ones, searched for everything what
went wrong, and developed a complete new government structure, which
hopefully will fulfill the future needs.
In the old Base Rules we had 2 government Authorities:
Prime Creator / Rules Examiner
and
Source / Gennitor
The new Base Rules define 5 government Authorities. They got created
with the original consciousnesses from former Rules Examiner and Gennitor:
Gennitor - Is the authority for "creating" and nursing new life.
Rules Examiner - Is the authority for executing "things" and for checking
if whatever is according and within the rules.
Prime Judge - A new authority, which is handling and judging juridical
conflicts in the 3 new juridical layers and below.
Prime Creator - An authority to create and supply everything what is needed
to fulfill the Base Rules, and to deliver it to anyone who is following the
Base Rules or is under our protection.
Time Creator - An authority which gives the needed "kinetic" energy
to all who are protected or supported by the Base Rules. This energy is often
called "tick". It also runs all realities incl. physical 3D.
The 6th authority is the Prime, as defined in chapter 7.
All 6 authorities have their own government branch and infrastructures.
All Epoptes are part of the Rules Examiner Government branch.
All Metashimatistes (Metas) are part of the Prime Creator Government branch.
The new Base Rules and government structures etc. are temporary.
In later time (impossible to estimate now) it is my target to
implement new voting mechanisms to implement a future government
not based on emergency protocols. Before things like that can be
done the war obviously needs to end, and many beings need massive
amounts of healings of all kinds before we can attempt to create
this.
All parts of the new Base Rules and government structures can be
adapted if for example bad side effects may show up.
