Implementation of the new rules system

1. We have begun changing completely how the rules system in 3D is implemented.

2. No longer will it be natively placed rules that can be misused to block and prevent things from happening.

3. Instead, the new system will be much more dynamic and able to protect the major- and ground rules in the best possible way, while at the same time, making misuse impossible.

4. The complete implementation of the new rules system will be followed by a property-wide purge of all who have been hiding behind the old system.
